2022 CONSUMER CONFIDENCE REPORT

LEGAL NOTICE

 

Requests for Proposals to Acquire City Owned Real Estate by City of Lacon

The City of Lacon, Marshall County, Illinois (hereinafter the “City”) owns a tract of real estate within the corporate boundaries of the City and within the boundary of the City of Lacon Tax Increment Financing (TIF) District known as “TIF IV”  (hereinafter the “TIF District”).

The Illinois Tax Increment Allocation Redevelopment Act (hereinafter the “TIF Act”) authorizes the conveyance of municipal owned real estate in a manner and at such price as the municipality determines is reasonable and necessary to achieve the objectives of the TIF Redevelopment Plan and Project (65 ILCS 5/11-74.4-4).

 

The TIF Act further provides that said conveyance must be made after approval of an ordinance by the corporate authorities and after public disclosure of the terms of such disposition and all bids and proposals received in response to the City’s Request for Proposals.

 

Therefore, it is authorized by the Mayor and City Council of the City of Lacon, as follows:

 

1.       The City intends to convey all or a portion of the following described real estate (the “Property”):

 

Lot A in Lacon Industrial Park – Phase II in the City of Lacon, according to the Plat thereof recorded August 21, 2025 as Document No. 202500001396 in Book 1100, Pages 34-36 in the Marshall County Recorder’s Office, all situated in Marshall County, Illinois.

 

The City is hereby accepting Requests for Proposals from any party interested in acquiring the Property.

2.       Any party that is interested in acquiring all or a portion of the Property shall submit a proposal for said acquisition to the City of Lacon at the City Clerk’s Office (Attn: Mayor), 406 5th Street, Lacon, IL 61540 during the City’s regular business hours (M-F 8:30 a.m. - 4:30 p.m.). Any such proposal must be submitted no later than 4:30 p.m. (CST) on November 17, 2025. Any proposals submitted after said time will not be considered. Any questions regarding this matter shall be directed to the Mayor at (309) 246-6111.

 

3.       Proposals shall contain the offered price and proposed terms of acquisition; however, in no event shall the proposal contain a purchase price of less than $6,000.00 per acre. The City requires the property to be acquired for a commercial use that is consistent with current City zoning and land use ordinances. Proposals should, at minimum, contain:

 

a)  Description of planned use;

b)  Site plan;

c)  Project financials including any incentives being requested from the City;

d)  Description of the project team, including any contact information (e.g., project managers and representatives for developer/business, engineering/architectural team (if any), proposed contractors, etc.);

e)  Timelines of development; and

f)   Estimated on-site employees.

 

4.       The City retains the right to select any Proposal received in accordance with the requirements of the TIF Act, to waive any requirements or formalities, and further to reject any or all Proposals received.

 

5.       The City reserves the right to require a Redevelopment Agreement to be executed by the proposed owner, tenant and/or any guarantor(s), to be negotiated and agreed upon at or prior to closing of the purchase of the Property.
